Born in 1937, May 25, in Novosibirsk in the center of Siberia, he received his university education in the capital, graduating from Moscow State Institute of Economics in 1960. Returning to Novosibirsk in 1961 he accepted a post with Siberian Branch of the USSR Academy of Sciences, becoming a scientific worker in the Institute of Mathematics.

In 1967 he was appointed Laboratory Chief, remaining in the position until 1973, when he became Deputy Director. By then he held a Ph.D in Economics, obtained in 1965, and a Doctorate in Mathematics (1968), as well as Professorship in Mathematical Economics (1970).

In 1980 he was appointed General Secretary of the Academy's Siberian Branch. He continued in this post until 1983, when he moved to Moscow to a new appointment as Director of the National Institute of Industrial Management. In 1985, the year of Perestroika, he took up his current position as the Director of the Central Economics and Mathematical Institute in Moscow. Professor at Novosibirsk University from 1970 to 1983, he is now Professor at Moscow State University.




Dr. Makarov has written a number of books. Among them:
  • "Mathematical Economic Theory: Pure and Mixed Types of Economic Mechanisms", with co-authors A.Rubinov and M.Levin (ELSEVIER, North-Holland, 1994)
  • "Mathematical Theory of Economic Dynamics and Equilibria" with A.Rubinov (Springer-Verlag, 1977)
  • "Models and Computers in Economics" (Moscow, Znanie, 1979)
  • "Computer Simulation in Analysis of Regional Problems" (Novosibirsk, Nauka, 1987).
A Corresponding Member of the USSR Academy of Sciences (1979), Full Member of the Academy (1990). Now he is a full member of Russian Academy of Sciences. He was appointed Editor-in-Chief of the Journal Economics and Mathematical Methods, member of editorial board of journals: Economics of Planning, The Economics of Transition, Economic Systems Research. In addition he is a Fellow of the Econometric Society (1979) and been a member of a number of Government Commissions.

The contributions he has made in his field have been recognized by the USSR Council of Ministries through the award of a State prize. In 1995 he got the Kantorovich's award of the Russian Academy of Sciences for his contribution to economic theory. In 1992 New Economic School in Moscow was established by his initiative and Dr. Makarov was appointed Rector of the School. In 1995 he was elected as a member of an Executive Committee of the International Economic Association. In 2004 he became the first President of the School.
